The main activity implemented by IPCP to reach this objective is the Kosovo Policy Action Network (KPAN), a coalition of 60 non-majority NGOs that had its inaugural meeting in June 2009. The goal of KPAN is to advocate for policies and laws that will improve the freedom of movement, economic security, and quality of life of the non-majority communities of Kosovo.
IPCP is seeking an organization to perform the administrative duties for KPAN: calling meetings, keeping members in regular contact, facilitating advocacy actions, organizing press conferences, dealing with issues of registration, and similar activities, described in greater detail below. The selected organization will not by virtue of winning the award be the leader of KPAN, as the leader is to be chosen through a democratic process at the next annual meeting, and all programmatic decisions will be made by the KPAN Steering Committee. The selected organization will instead be performing the day-to-day maintenance and administrative tasks necessary to keep the initiative functioning.
Grant proposals should be submitted to AED by 16:00, March 05, 2010. Proposals received after this time will not be considered. Proposals should be submitted in English, Albanian, or Serbian. The attached application form should be completed in full, along with the proposed project, which should not exceed 10 typed pages.
